The CEDS programme devoted to public affairs management is being developed with the aim of training high-performing executives capable of successfully taking charge of the transformation of administrations, their international openings, the question of territories, and all the issues that arise in the management of the state at a time of reduced expenditure and the digital transformation of the historical tools of public management.

SEMINAR 1: International Organizations, Multilateral Diplomacy and Conflict Management
SEMINAR 2: Methodology and Introduction to Research
Two electives: (diplomatic law, diplomatic studies, changes in public services, evaluation, monitoring and steering of public policies)
• Diplomatic practice and understanding of international dynamics
• Various tools and levels of diplomacy, decisionmaking processes and foreign policy doctrines
• Diplomatic law and protocol.
Programme under the direction of Régis Passerieux (Civil Administrator at CHEMI – Centre des Hautes Etudes du Ministère de l’Intérieur – and Director of the Advanced Cycle of Artificial Intelligence at the Ministry of the Interior)
An alumnus of the University of Montpellier, the IEP Paris and the Ecole Nationale d’Administration, Régis Passerieux has held positions in both the public and political fields and in the private sector. A senior civil servant from 1988 at the Ministry of the Interior, at the General Directorate of Local Authorities (DGCL), then in the cabinet of the Minister of the French Overseas Departments and Territories, he was elected Mayor of Agde (international station of Cap d’Agde) from March 1989 to 2001, then General Councillor of the Hérault. From 1994 to 2003, he was a Member of the National Bureau, and of the National Secretariat of the Socialist Party, in charge of the public sector, then of international relations. From January 2002, he first and foremost exercised his skills in the private sector, and particularly internationally, in China from 2009 until 2014. Lawyer in Public Economic Law, for 10 years, from 2002 to 2012, in Paris, then in Beijing, he was specialized in the field of networks, infrastructures and Public Private Partnerships activities. He taught these subjects at the Institut d’Etudes Politiques de Paris and at the University Paris IV Sorbonne. From 2012, assuming corporate responsibilities, Régis Passerieux worked as a strategic consultant, negotiator and developer to support European companies in their international development in China, in particular for Keolis (urban transport) and Comex Holdings (international business platform for SMEs). Since September 2017 he has been General Advisor for Strategy at the CHEMI (Centre des Hautes Etudes du Ministère de l’Intérieur), Delegation for Foresight and Strategy (DPS) of the Ministry. He is the director of the Higher Cycle of Artificial Intelligence (CSIA) of the Ministry of the Interior.
Certification of HEIP programs. HEIP issues certifications and recognition of diplomas. Our status under the 1875 law on higher education allows us to award diplomas in the same way as public universities : students who have completed a HEIP Bachelor’s degree can, for example, then enroll in other prestigious public institutions such as an IEP, the Sorbonne(…) in France or for a Master’s degree at a university abroad. This status also allows us to attract renowned professors who teach in other prestigious institutions, or diplomats, generals, lawyers, magistrates. All our diplomas awarded at the end or our higher education programs (M2) are certified by the State (recognition of level I, and European level 7).
